Dr. Toi Williams

BCBA, LBA, Director of Behavior Services

Dr. Toi Williams is an accomplished clinical leader, Board Certified Behavior Analyst, and Licensed Behavior Analyst with over 18 years of experience in behavioral health, program development, and executive leadership.

As the Director of Behavior Services at CRi, Dr. Williams oversees a multidisciplinary team of Behavior Analysts, Behavior Specialists, and clinicians who provide therapeutic consultation and behavioral supports to individuals across Richmond and Northern Virginia. A visionary leader, Dr. Williams is recognized for her ability to integrate clinical excellence with strategic operations. She has successfully developed and managed high dollar departmental budgets, established high-performing teams, and implemented evidence-based systems that improve outcomes for individuals with developmental disabilities. Under her direction, CRi’s Behavior Services department continues to set a standard for quality, compliance, and person-centered care. 

Dr. Williams earned her Ph.D. in Leadership from Trident University, an M.Ed. in Counseling and Human Development, and a B.A. in Sociology with a concentration in Crime, Deviance, and Social Control from George Mason University. Her academic background, paired with extensive field experience, allows her to integrate data-driven decision-making with compassionate, individualized care.

Throughout her career, Dr. Williams has demonstrated an unwavering commitment to empowering others; whether mentoring future Board Certified Behavior Analysts, training interdisciplinary teams, or collaborating with staff, families and community partners. Her leadership philosophy centers on excellence, integrity, and innovation in service delivery.

Beyond her professional role, Dr. Williams is deeply passionate about advancing access to behavioral health services and promoting dignity, independence, and inclusion for individuals with Mental Health and developmental disabilities.
